A Planning Application

The three planning applications below are for the same buildings but with three different companies/organisations applying for three different types of use

Then in March 2011 Trinity College alone reissued an application Now that was three years after the Banking Collapse 1 Month after a new government was elected in Ireland and two months after a Fianna Fail Led coalition collapsed after the Government had to go cap in hand to the IMF and ECB for a bailout. So monies would not have been on offer from the Department of Education to a university for such a large acquisition of land in a prime retail commercial area However, another explanation can be found in a Department of the Environment Planning Leaflet “If an application is made by a tenant or prospective owner they can only do so with the written consent of the owner of the property” Which could explain the updated Planning Application number for Lowstrand Properties in 2011, as their original planning application was 1993 Nevertheless this is an unusual collaboration between a property developer and a university

So Lowstrand Properties Ltd  Company Number 95472 Annual Return for the time period 2009-2011 would be interesting Since no press release for the disposal of such a large swathe of commercial property in the centre of Commercial Dublin can be found

Bobbio Ltd when scrolled down has Treasury Holdings included in its list of companies which is now in NAMA  And as can be seen the application was for a change of use from educational to restaurant and the educational establishment in the building prior to change of use was Trinity College Dublin Now this is not the first time Trinity College Dublin are accredited with acquiring a large  amount of commercial land with no release of what amount was paid for it In  March 2000 Trinity College Dublin acquired the IDA Enterprise Centre on Pearse Street built in the 1980’s on what was part of the old Bolands Mills site  Given that the bulk of Trinity College Dublin’s funding would come from The Department of Education surely that is a matter of public record Or does Trinity College Dublin have a very generous benefactor and if so who is that person in the current economic climate?

Mixed development on 0.75 acre site, including demolition of existing disused offices and industrial buildings and retention of existing vaults; development comprises (A) Conversion of existing listed 752 square metres Foster Place Armoury building together with 218 square metres first floor extension to restaurant/function use. (B) Conversion of 579 square metres of office buildings (including retention of listed features) together with 190 square metres third floor extension to seven no. two bedroom apartments and five no. one bedroom apartments on Anglesea Street. Change of use from banking to shop (Class 1) (108 sqm) at ground floor, 4 Foster Place South. This will require the removal of existing partitions and the construction of new dividing partitions. Change of use from Banking to Educational uses (2191 sqm) at Basement, Ground, First, Upper First, Second and Third floor levels at 30, 31, 32, 33 and 34 Anglesea Street and Nos 3 and 4 Foster Place South. This will require the removal of the existing vault and meeting room.
